Hort Innovation has established a Trade Unit to represent the horticulture sector on trade matters and deliver market access and export outcomes for growers.
Hort Innovation’s constitution outlines the priorities and responsibilities for trade. These are to promote and further the interests of Australian horticultural industries overseas, focusing on the export, sale, distribution and consumption of horticultural produce in countries other than Australia. The Trade Unit is responsible for establishing an objective market access and market maintenance prioritisation mechanism, and designing a new cross-horticulture Trade Strategy, incorporating all aspects of these priorities.
The Trade Unit is focused on strategy, policy, and government liaison; market access and market improvement; disinfestations R&D, and market development outside Asia. The team draws on data and analytics resources and works closely with the Asian Markets Fund.
Industry is closely linked to this new unit through regular business contact, and two dedicated advisory panels that are made up of a broad cross-section of industry representatives: an Assessments Panel and an Industry Advisory Panel. The skills-based Assessments Panel is comprised of five people who were selected by Hort Innovation through an expression of interest process. See the panel members and Terms of Reference.
The associated Industry Advisory Panel was also selected through an expression of interest process, and is convened on an as-needs basis to provide advice on a trade issues as they arise. See the panel members and Terms of Reference.
These panels, anticipated to first meet in the first quarter of 2016, are Hort Innovation advisory mechanisms, with advice provided to Hort Innovation for its consideration, with relevant information provided to industry in the course of standard business practice. The Trade Unit will communicate the decisions of market access and improvement applications to the Assessments Panel to applicants, including the rationale behind decisions taken. Currently there are no existing applications – all existing applications were considered by the last Office of Horticultural Market Access (OHMA) Committee at its meeting held in Sydney on 9 July 2015.
Hort Innovation's Organisational Trade Framework has been released
Hort Innovation is committed to promoting and furthering the interests of Australian Horticulture in overseas markets.
As a statement of this commitment, Hort Innovation has prepared an Organisation Trade Framework. This framework seeks to align the trade agenda with a systematic and coordinated approach.
This framework forms a commitment from Hort Innovation to continue to improve, coordinate and action activities that hold significant trade outcomes for Australian Horticulture industries.
Many thanks goes to those who helped inform the document, including growers, exporters, industry associations and government.

Export market access and market improvement proposals
Hort Innovation manages export market access and market improvement proposals on behalf of the Australian horticulture sector.
We provide advice to the Department of Agriculture and Water Resources (Department) on sectoral priorities for market access and market improvement. The Department in turn considers this advice in determining the market access priorities it negotiates on behalf of the Australian horticultural sector. Hort Innovation’s trade unit develops this advice through its Trade Assessments Panel (TAP). The TAP evaluates proposals and provides advice to the Department via a prioritised list for the horticultural industry as a whole.
The Department requires prioritisation advice to place emphasis on evidence-based, export-ready, broadly supported proposals stemming from agreed industry export strategies.
