Business case to review the nursery products levy (NY24001)

The project examined the Nursery Products Levy collection mechanism to determine whether it remained effective and appropriate for the industry’s strategic needs. Originally designed around plastic pots as a practical way to manage diverse products, the system faced challenges over time, including gaps in import coverage, uneven cost distribution, and risks of under-collection as production methods evolved.
Through consultation with levy payers, industry representatives, and value chain members, the project explored alternative models and built understanding of the levy’s limitations. This work helped shape options for a fairer, more adaptable system that aligns with current industry practices and supports sustainable funding for research, development, and biosecurity.
